Čović on today's talks with Borrell

SARAJEVO, March 16 (FENA) - The leader of the Croat Democratic Union of BiH Dragan Čović assessed today's conversation with EU High Representative for Foreign Affairs and Security Policy Josep Borrell and his associates, as very constructive, with very serious topics related to the current political, economic and security situation in BiH and the need to complete amendments to the Election Law in order to hold elections in the country. 

“Borrell informed us about the events in the region, with an emphasis on Ukraine, with consequences - security, political and economic, not only in that area but globally,” Čović told reporters in Sarajevo.

As for the amendment of the Election Law in BiH and the Constitution, he added, it was recognized as a necessary reform in order to further ensure anything related to the country's European path and candidate status.

Regarding the House of Peoples, Čović reminds, discussions have been held at various levels in the last two years, and after Neum, there was no such capacity for representatives of international institutions that led the negotiation process, along with representatives of Bosniak and Croat parties.

“We have agreed so far on Articles 4 and 5 of the Constitution of BiH, these limited changes, so that we can resolve the issue of the House of Peoples and the Presidency of BiH. I think that we have agreed on the proposal for the House of Peoples of the Federation of BiH, on the manner of electing legitimate representatives to the Croat caucus, as well as for other caucuses. We remained at odds over how to elect two representatives - one representing the constituent Croat caucus and all other citizens and one representing the constituent Bosniak caucus and all other citizens in the Federation of BiH; there were different ideas,” said Čović.

The competencies of the House of Peoples are defined by the Constitution and no one can talk about it, nor has it been discussed, in terms of reducing powers. That will remain the upper house in both the state and the Parliament of the Federation of BiH, the HDZ leader concluded.
