SARAJEVO, September 8 (FENA) - Chairman of the Presidency of Bosnia and Herzegovina Željko Komšić talked today in Sarajevo with ambassadors of European Union countries about the current blockade of state institutions, election legislation in BiH and general elections planned for next year.

Komšić confirmed to reporters that the position expressed by the High Representative of the international community in BiH, Christian Schmidt, was also discussed at the meeting, saying that "Komšić represents Croats, but that he was elected mostly by Bosniaks."

“We spoke with the office of German Chancellor Angela Merkel, who confirmed that Schmidt's position is not the official position of Germany,” said Komšić, adding that it was said that Germany does not change its policy towards BiH in relation to the statement made by the government on May 6, regardless of statements made by Schmidt.

Komšić says that the BiH ambassador to Germany was told yesterday to ask Chancellor Angela Merkel's office for an answer to the specific question "whether Christian Schmidt's statement represents a change in German policy compared to the statement made by the German government on May 6 this year."

“The German government then said what its position was and that the return of constitutionality would be a step backwards and yesterday they confirmed that they did not change their policy,” said Komšić, assessing that it is bad that Schmidt took that side because as soon as he did that all further moves cause suspicion.

He also noted that he did not want to enter into unnecessary discussions with Schmidt and called on him to perform his function of High Representative and be the guardian of the stability and security of Bosnia and Herzegovina and the supreme interpreter of the Dayton Peace Agreement.

Komšić stated that the issue of limiting the mandate in the Presidency of BiH, which was presented in the media in recent days as a possibility that the Office of the High Representative (OHR) could propose such a thing, is not new.

“We have heard such statements before, but the BiH Constitution has already regulated that issue, and since the Constitution is an annex to the Dayton Agreement, the Constitution can only be changed by the BiH Parliamentary Assembly. The High Representative cannot do that either, because he has no jurisdiction to change the annexes,” Komšić concluded.

The meeting in the building of the EU Delegation in Sarajevo was organized at a time when the work of BiH institutions in a complete blockade because Republika Srpska representatives refuse to come to work after former High Representative to BiH Valentin Inzko imposed amendments to the Criminal Code banning genocide denial and glorifying war criminals.
